Title: e-Health: Data Integration, Data Mining, and Knowledge Management in Health Informatics

Description: In last few decades, with the advent of database systems and networking technologies, a huge volume of health data and valuable medical knowledge have been electronically available, accessible and processible, especially over the virtual cyberspace - the Web, even from a remote corner in the world. Nowadays the wide deployment of Hospital Information Management Systems (HIMS) and Web based clinical or medical systems, for example, the Medical Director, a generic GP clinical system, have made it possible to record, disseminate and implement the health information and clinical practices easily and globally. And health care and medical service is becoming more data-intensive and evidence-based since electronic health records are used to track individuals' and communities' health information (particularly changes). These substantially motivate and advance the emergence and the progress of data-centric health data and knowledge management research and practice, for example, Health Informatics.

In this talk, we will introduce several case studies and research projects to address the challenges encountered in health service. We will then introduce a framework of data integration, knowledge management and user behaviour modelling for complementing and improving existing health care and service systems.

Biography: Yanchun Zhang is a full Professor of Computer Science and founding Director of Centre for Applied Informatics at Victoria University. Dr Zhang obtained a PhD degree in Computer Science from The University of Queensland in 1991. Prof. Zhang' research interests include databases, cooperative transactions management, web information systems, web mining, web services and e-research (including e-health). He has published over 200 research papers in international journals and conference proceedings including top journals such as ACM Transactions on Computer and Human Interaction (TOCHI), IEEE Transactions on Knowledge and Data Engineering (TKDE), and a dozen of books and journal special issues in the related areas. Dr. Zhang is a founding editor and editor-in-chief of World Wide Web and the founding editor of Web Information Systems Engineering and Internet Technologies Book Series from Springer. He is Chairman of International Web information Systems Engineering Society (WISE). He is currently a member of Australian Research Council's College of Experts, and one of the National "Thousand Talents Program" Experts in China.

Title: The Public Value of Government ICT Investments: Foundations and Applications

Description: This paper discusses the concept of public value in relation to government ICT investment from three perspectives -- theory foundations, assessment methods, and an application example. The discussion of theory foundations combines attention to the roots of the concept of public value in political philosophy and public administration. These foundational ideas then form the basis for an assessment method and framework designed to operationalize and provide useful data about the public value outcomes of government investment decisions. The paper presents a description of the assessment framework, followed by an example of how the method applies to a specific ICT investment in a government human service program. A discussion of the implications of the public value framework for investment and performance assessment concludes the paper.

Biography: Anthony M. Cresswell is Deputy Director of the Center for Technology in Government, University at Albany. As deputy director, Dr. Cresswell works with a variety of government, corporate and university partners to conduct applied research projects on the policy, management, and technology issues surrounding information use in the public sector.

He began working at CTG as a senior research fellow in 1994 and served as interim director in 2008-09. One of his major contributions has been his focus on return on investment for government information technology and addressing the core issue of determining the public value of government IT investments and programs. In addition, Dr. Cresswell's efforts have been directed at problems of interorganizational information sharing, organizational capability development, and IT impacts on practice.

Dr. Cresswell has been at the University at Albany since 1979, with faculty appointments in Educational Administration and Information Science. Prior to arriving at the University at Albany, Dr. Cresswell served on the faculties of Northwestern University and Carnegie-Mellon University, and as a Faculty Advisor in the US Office of Management and Budget. In addition to research and teaching in the US, he has worked in information system and policy analysis projects in Africa, Asia, Europe, the Middle East, and Caribbean.

Title: IT Governance to Enterprise Governance of IT: a journey for creating business value out of IT

Description: "Enterprise Governance of IT" (EGIT) is a relatively new name for IT Governance, more clearly referring to the IT responsibilities of the business. Enterprise governance of IT is about defining and embedding processes and structures in the organisations that enable both business and IT people to execute their responsibilities in creating value from IT,enabled business investments. With his keynote speech Professor Wim Van Grembergen will provide a complete and comprehensive overview of what Enterprise Governance of IT entails and how it can be applied in practice. His speech will be based on his knowledge obtained in applied research projects, his many years of involvement in the development of COBIT and Val IT, and his hands-on experience in many industries in governance and alignment projects. Professor Van Grembergen's keynote speech will focus on the different EGIT structures, processes and relational mechanisms, COBIT 4.1 and VAL IT 2.0 as important EGIT frameworks, and the relationship between EGIT practices, business/IT alignment and business outcome.

Biography: Wim Van Grembergen is professor at the Economics and Management Faculty of the University of Antwerp (UA) and executive professor at the University of Antwerp Management School (UAMS). He teaches information systems at bachelor, master and executive level, and researches in IT governance, IT strategy, IT performance management and the IT balanced scorecard. Within his IT Alignment and Governance (ITAG) Research Institute (www.uams.be/itag) he conducts research for ISACA/ITGI on IT governance and supports the continuous development of COBIT and VAL IT. Dr. Van Grembergen is a frequent speaker at academic and professional meetings and conferences and has served in a consulting capacity to a number of firms. He has several publications in leading academic journals and published books on IT governance and the IT balanced scorecard. His most recent book "Enterprise Governance of IT. Title: Actual Paradigms of Distributed Software Development: Services and Self-Organization

Biography: Winfried Lamersdorf is a full Professor in the Informatics Department of Hamburg University since 1991 and head of the "Distributed and Information Systems" research unit. After his PhD in Computer Science in 1985, he spent a year at the University of Maryland, USA, and was, from 1983 to 1990, scientific staff member at the IBM Scientific and European Networking Centre(s) in Heidelberg working in the area of open distributed applications. He has lead and conducted several major research projects - e.g. sponsored by the German national research fund (DFG), the European Commission (in FP 5, 6, and 7), the German ministry for education and research (BMBF), as well as with a number of industry partners. He has (co-) authored and edited numerous scientific papers as well as several books. He has chaired and organized several scientific conferences - including the initial IFIP e-commerce conference in 1998 which, later on, led to the IFIP WG 6.11 I3E conference series. He is also a co-chair of IFIP WG 6.11.
