The UNU/IIST Charter

UNU/IIST is to serve developing nations in attaining self-reliance in software technology.

UNU/IIST shall help developing countries in:

1. Own development of as advanced and indigenous software as possible -- emphasising design calculi oriented techniques and tools for:

   1. Requirements development,

   2. Programming and

   3. Software engineering

2. Software technology management:

   1. Procurement: tendering, bidding, evaluation, selection, negotiation, contracting, conformance testing, &c.,

   2. Project management: planning, allocation, scheduling, resourcing (including budgeting and financing), monitoring and control, quality assurance, &c.,

   3. Product management: market assessment, risk analysis, pricing, sales and customer support, &c.,

   4. R&D management: issues of experimental research, technology transfer, &c., -- and:

   5. Facilities management: procurement, performance assessment, networking, distribution, upgrading, &c.

3. Graduate university teaching:

   1. Curriculum development -- and:

   2. Research and lecturing inter-dependencies

4. Research, -- and, through the above:

5. Use of as sophisticated software as reasonable.
