7 Financial Situation

Projected income from endowment and operating contributions for 1992 (1993) are now: US$ 450.000 (US$ 1.1 Million) -- compared to a total of US$ 2.25 Million for 1992-1993 as estimated to the UNU Council in August 1991.

The three initial donors (Portugal, P.R. of China and Macau) pledged a total of US$ 5+5+20 Million (1991-1995 incl.) to be effected by Macau through yearly installments of US$ 6, 7, 7, 5 and 5 over the years 1991, 1992, 1993, 1994 and 1995 respectively.

This ratified installment schedule is not being followed. Instead Macau, on behalf of all initial donors, have installed a total of US$ 7 Million by Oct. 15, 1992. Efforts to secure US$ 1 Million pledges for 1992 in 1992 from Portugal and the P.R.of China seems not to have succeeded.

In addition the Macau Governor has installed the MOP$ 1.5 Million (Patacas) operating budget pledge for 1991 in 1991. A similar pledge of MOP$ 1.0 Million (Patacas) for 1992 seems not to have materialised in 1992.

UNU/IIST preparations for programmatic activities carried out during 1st half of 1992 appears, if carried out, in 1993, to result in a scarcity of funds due to the more than 8 month delay in pledged installments. The seeming absence of a pledged operational contribution for 1992 means that UNU/IIST, formally speaking, may end the year 1992 with a negative balance of around that amount.
