5 Board Session

The second UNU/IIST Board Session was held May 28, 1993.

The 18 page document Minutes: 1993 Board Session, July 24, 1993, reports that meeting extensively:

  1. Board Rules of Procedure: should be adopted at 1994 Session -- with the proviso that "voting numbers" be adjusted to simple majority of present members, except for changes to Board Rules of Procedure which would require a qualified majority.

  2. Project & Research Selection & Evaluation Criteria: (1) Selection and Evalution Criteria should in general be interpreted as guidelines.
    (2) For Advanced Development Projects an addition should be made in order to reflect the division of labour needed between UNU/IIST and its partner(s) emphasizing increased, down-stream development work by the latter (so as not to bind UNU/IIST to massive development work, while insuring that actual software is indeed developed).
    (3) For Research projects an item on Design Calculi should be softened (so as not to bind UNU/IIST unnecessarily).

  3. The 1994-1995 Programmatic Activity Plan: was adopted, with specified prioritisation guidelines.

  4. The 1992-1993 Budget Performance: The Board adopted a preliminary treatment, in effect a postponement of this agenda item, while requesting a report of the full 1992-1993 budget performance in time for the 1994 Board Session.

    Actual, March 24, 2000 figures show near-compliance, ± US$25.000 wrt. to sharply reduced August 5, 1992 version of 1992-1993 budget, and even wrt. to its subsequent significantly lower projected income.

    Final performance report will be issued 1 January 1995, or shortly thereafter.

  5. Projected Income: The Board expresses gratitude for the continued support of UNU/IIST by the Governor of Macau during the installation phase of UNU/IIST-- with its inherent expenses gracefully covered by the Macau Government.
    The Board also expresses gratitude to the three Initial Donors: The Republic of Portugal, the People's Republic of China, and the Governor of Macau, for their generous endowment fund pledges and their ongoing instalment.
    This has enabled UNU/IIST to achieve a respectable level of programmatic activities and a similarly recognized visibility.
    However, in order to accomplish the expectations and obligations thereby incurred, the UNU/IIST Board, at its 1993 Session, 28-29 May 1993, expresses that it expects the fulfillment of the ratified schedule in a way which secures an appropriate income for UNU/IIST.
    This will also help guarantee immediate local benefits from the activities of UNU/IIST.

  6. 1994-1995 Budget: Adopted. The Board expects UNU/IIST to present future budgets in bar/pie chart form so as to illuminate distribution of expenses over programmatic activity areas.

  7. Advisory Groups: The Board wished to review the proposal at their leisure for revision and possible adoption at the next Board Session, 1994.
