Perhaps the most important aspect of UNU/IIST, and certainly the most exciting in our daily life, is that of the UNU/IIST Fellowships.
Fellows are seconded from partner institutions in developing countries to be trained to the highest level in software development methods and research techniques and, importantly, to contribute to the ongoing advanced development and research projects. Thus Fellows span the `R' and the `T' areas covered in section 3.1.
A document: On UNU/IIST Fellowships outlines conditions for UNU/IIST stipends and for Fellowship work in Macau. Fellows are selected primarily by UNU/IIST, usually as a result of potential candidates having been identified during UNU/IIST's off-shore courses.
As UNU/IIST's off-shore courses are given in a widening circle of countries, so our Fellows will, eventually, cover most developing countries. To cover as many developing countries as possible is one of our aims.
Since UNU/IIST presents its work at the biennial UNESCO IIP Sessions, UNU/IIST's work is communicated to the UNESCO IIP network of national focal points. This is the best way to reach institutions not otherwise reached by UNU/IIST, and of soliciting Fellowship applications from such institutions.
UNU/IIST can only accept Fellows who are willing to follow our agenda, (see section 3), and are capable of contributing to and benefiting from our activities. Only then can we achieve the meeting of minds that enables us to do relevant science and achieve our goals.

Through off-shore courses in 1996 UNU/IIST expects further Fellows from Asia, Africa and South America. In 1997 UNU/IIST expects to also host Fellows from the Arab World.
