1 Introduction

In 1999 UNU/IIST continued on its mission to enhance the research capabilities and knowledge capacity of nationals from developing countries. In 1999, UNU/IIST has trained 55 fellows from 15 countries on-site or at universities in developed countries. A total of 25 papers written by UNU/IIST Staff and Fellows have been published. Out of this total, 9 papers have appeared in journals and the remaining 16 have been published in international conference proceedings. UNU/IIST has also continued to promote Software Technology in Macau. An agreement of cooperation signed with the University of Macau will further strengthen local research and educational activities in the field of Software Technology. The Transmac Management Information System has been operational since 20 March 1999 and a database for overseas Macanese has been completed. UNU/IIST is currently providing technical support to the sponsors of the "Macau 1999" Web site which offers comprehensive information pertaining to the handover of Macau to the People's Republic of China.

As was indicated in the 1998 Annual Report, UNU/IIST has strived over the course of 1999 to achieve the following goals:

  1. Widening the technical scope of its research and training activities;

  2. Initiating the University Development Project to strengthen Computer Science teaching (not necessarily on Formal Methods) in developing countries;

  3. Further expanding its activities in Africa; and

  4. Strengthening its linkages with the UN system

UNU/IIST's accomplishments in 1999 have clearly demonstrated its ability to meet planned objectives.

The integration of RAISE with Duration Calculus has obtained new results. UNU/IIST has initiated a Hardware/Software Co-design Project, and has signed MoUs with Oxford University and Leicester University to collaborate on a Component-Based Software Development Project. Courses on Z and Petri Nets were organised for UNU/IIST Fellows during September 1999 and presented by visiting researchers. Under the University Development Project, six UNU/IIST fellows from Mongolia and Vietnam have undertaken fellowships at universities in the United Kingdom and Australia in 1999. UNU/IIST has organised two Off-Shore courses in African countries and has recruited four African fellows. Joint projects with UNESCO HQ, UNESCO's Beijing Office and the UNESCO Centre of Macau have been making significant progress. Under the joint projects, UNU/IIST has conducted 3 courses in Azerbaijan, and has recruited 6 Fellows from China, Mongolia and North Korea.

On 27 March 1999, UNU/IIST moved into its new office premises, Casa Silva Mendes. It is one of the most beautiful historic buildings in Macau. We sincerely thank the Macau Government for their generous support in renovating and furnishing the new premises. On 25 May 1999, the inauguration ceremony for the permanent premises took place. The Governor of Macau unveiled the inauguration plaque, and many honoured guests attended the ceremony.

In May 1999, UNU/IIST hosted the 1999 Board Meeting. During the meeting, UNU/IIST's past activities were reviewed, a draft of the Programme and Budget for the 2000-2001 Biennium was approved, and the strategic plan for 1999-2001 was discussed.

Ms. Margaret Stuart, the former Administrative and Programme Service Officer, left UNU/IIST on 31 July 1999. She diligently served UNU/IIST from 1994. With her extensive experience in the UN system and unwavering devotion, she contributed tremendously to many aspects of UNU/IIST's operations and activities. UNU/IIST recruited Mr. Murray Singer as the new Administrative and Programme Service Officer from 15 July 1999. The transition period has been very smooth, and Mr. Singer has quickly adapted to his new post and is managing his various responsibilities well.
